EXPERIENCE:
Dr. Starkey is a project geologist for Weston Engineering, Inc. Based in the Laramie office, he has been actively involved in several water supply projects for municipal entities in Wyoming. He has provided geologic and construction management services for many Wyoming Water Development Commission (WWDC)-sponsored projects, including the Star Valley Ranch Level I and Level II projects, the Glenrock Level II project, the Bighorn Regional Level II project, the Lander Tensleep Well, the Dayton Level II Water Supply Project, the Moorcroft Level II Madison Well Project, the Baggs Alluvial Well Project, the Glenrock Water Supply Project, the Hartville Level II project, and the Elk Mountain Water Supply Project. His specific duties on these projects included lithologic sample interpretation, geophysical log interpretation, preparation of geologic cross sections, supervision of drilling and construction activities, interpretation and enforcement of project specifications, water quality sampling, and pump testing oversight.
He has supervised a number of pump test projects, including the Guernsey State Park project, Chugwater Level II Project, the Winchester Hills Project, the Little America Project, and Cheyenne Board of Public Utilities Fiscal Year 99 Project. Dr. Starkey has also provided construction management services on WWDC Level III construction projects. He provided construction management services for the Moorcroft Level III Madison Well Pipeline Project. Recently Dr. Starkey provided oversight for drilling, construction, flow testing, and water quality sampling of the National Outdoor Leadership School Tensleep Well.
Dr. Starkey has also provided oversight of test well drilling for a number of WESTON’s municipal clients, including the Towns of Upton, Moorcroft, Big Piney, and Marbleton. He provided support for well rehabilitation for the Marbleton and Big Piney municipal water supply wells. He has also supervised drilling and construction of monitoring wells for the Moorcroft, Upton, and Big Piney Landfill projects. He conducted quarterly sampling for the landfill monitoring projects during 2008 and 2009. Dr. Starkey provided construction management oversight for the Cheyenne Avenue Water Line Replacement project and the Madison Well Pipeline for the Town of Moorcroft. He also provided oversight to test borings for Cinco Resources.
Dr. Starkey has provided geological and drilling and construction management services for a number of Utah clients including the Humbug Well which was drilled for the City of Oakley, Utah. In addition, he provided geological oversight for test wells at Atkinson Special Service District, the Aspens, Wolf Creek Ranch, Gorgoza, Brighton Estates, Red Hawk, Summit County Service Area 3, the Park City Municipal Corporation, Deer Mountain, Saratoga Springs, and Eagle Mountain, and the Jordanelle Special Services District.
Dr. Starkey has evaluated many different types of structurally and stratigraphically complex, heterogeneous, and anisotropic aquifer systems ranging from unconsolidated sediments to fractured bedrock to karst terrain. During the course of these evaluations, he has researched the geology and hydrology through comprehensive review of subsurface well and geologic data. Dr. Starkey has constructed detailed geologic cross sections of structurally complex areas to identify the optimal permeability architecture for siting water wells.
