Jerry Hunt, P.E., Supervising Engineer—Mr. Hunt is a co-owner and founder for Weston Engineering, Inc. His project experience includes over 36 years of water supply, municipal engineering, and dewatering projects throughout northeastern Wyoming and western South Dakota. He has both management experience and the “hands on” construction experience to provide for a technically sound and operational project. Mr. Hunt offers a wealth of experience in the water resource supply and distribution areas, as well as the operation and maintenance of water and wastewater treatment systems. John Mason, Field Technician—Mr. Mason has worked as a construction inspector and materials tester for over ten years. His inspection experience has included several projects in Wyoming, including Osage, Moorcroft, and Hulett. He has experience in all facets of materials testing for soil, concrete, and asphalt.

Levi Hime, P.G., Senior Geologist | Senior GIS Analyst— Mr. Hime is a staff geologist at Weston Engineering. His experiences includes over 20 years of water supply, hydrogeology, geology, project management, and construction oversight, AutoCad drafting, and GIS work throughout Wyoming, South Dakota, and Montana. Mr. Hime offers a wealth of experience in the groundwater resource supply, permitting, well design, testing, well siting, GIS operations, geologic mapping, geophysical log interpretation, lithologic sample identification, project management, and construction oversight. Sue Spencer, M.S., P.G., Senior Hydrogeologist—Ms. Spencer’s educational and professional experience has focused on hydrogeologic and wellhead protection studies in Wyoming and Utah, as well as hazardous waste-related investigations throughout the United States. Her 30 years of experience includes supervision of municipal well drilling, development and testing of municipal supply and monitoring wells, sample collection and logging, pre- and post-mining hydrologic studies of coal mine locations, geologic field mapping, photointerpretation, groundwater modeling, and report writing. Ms. Spencer also has extensive experience in Program and Project Management. She has managed all aspects of several large government contracts, including scope of work development, development of partnering relationships between all parties, contract negotiations, management of large multi-disciplined project teams, and overall financial management of the contract. She has managed a team of over twenty professionals in projects consisting of field investigations, design and installation of extraction and injection wellfields, groundwater modeling, design and construction of water treatment systems, and preparation and submittal of reports for approval by clients and regulators. She has been involved in developing long-lasting partnering relationships between clients, other consultants, and regulators that have facilitated smooth decision-making processes and mutual satisfaction with the results. Bob Starkey, Ph.D., P.G., Chief Geologist—Dr. Starkey is a project geologist for Weston Engineering, Inc. Based in the Laramie office, he has been actively involved in several water supply projects for municipal entities in Wyoming. He has provided geologic and construction management services for many Wyoming Water Development Commission (WWDC)-sponsored projects, including the Star Valley Ranch Level I and Level II projects, the Glenrock Level II project, the Bighorn Regional Level II project, the Lander Tensleep Well, the Dayton Level II Water Supply Project, the Moorcroft Level II Madison Well Project, the Baggs Alluvial Well Project, the Glenrock Water Supply Project, the Hartville Level II project, and the Elk Mountain Water Supply Project.
